  Shah Kherac Tala III (Shah)

  the ruler of the Talashiri Empire

  The current shah, Shah Kherac Tala III, is known only by name to residents of the low precinct. He is generally regarded pretty well there, though, as the divine servant of Erathis herself. He is the 6-greats grandson of Shah Kherac Tala I, the man who the original "Miracle on the Hill" happened to. The Miracle on the Hill was the appearance of Erathis to crown the Shah of the Sultanate of Talashir, long before the Empire. See History of Arsenne.

  a Ministry authorized adventurer

  The Branded are those who have earned their brands from the Ministry of the Brand. They are easily identifiable by a brand in the shape of a crown with eight stars on it on their right forearm.

  Golden Palm (golden palm)

  the criminal organization that runs the low precinct

  The Golden Palm are a crime syndicate based out of the distant kingdom of Lyssia. They feign a twisted loyalty to Erathis. They control commerce in the low precinct of Talashir, and collect protection money from businesses. The leadership of the Golden Palm is a mystery even to many within the organization. Some members of the Golden Palm prefer others to know their affiliation by wearing a grey cloak emblazoned with a golden hand with an eye on it. Others prefer anonymity.

  The Order of the Sun is a group of paladins, clerics and other holy warriors of which Khorolash is a "probationary" member.

  Etruscan Empire

  the empire on whose remains the Talashiri Empire is built

  The Etruscan empire was an alliance of Tieflings and Humans that conquered the entire continent of Arsenne roughly 700 years ago. The rulers of the empire were decadent, but superior practitioners of the magical arts, including mysticism and magical engineering.
  
  The empire fell roughly 500 years ago, due to some sort of disaster which turned most of Arsenne from a lush continent to desert barrens, and killed every last Etruscan, leaving behind no corpses, though. The exact nature and location of the disaster can only be guessed at.
  
  The city of Talashir was built from the remains of an ancient Etruscan city, when explorers from another continent found the city mostly intact and decided to settle there.

  Lyssia

  a kingdom on another continent

  The kingdom of Lyssia is the closest other major country to the Talashiri Empire, save for rogue citystates on the continent of Arsenne. It is located across the Sea of Long Regret from Arsenne and Talashir.

  Ministry of the Brand (ministry of the brand)

  the government ministry that authorizes adventurers

  The Ministry of the Brand is the Shah's way of keeping track of adventurers in the Talashiri Empire and vetting them to be worthy of the title of adventurer. With enough renown, an adventure can also earn the title of "Knight of the Realm" from the Ministry of the Brand, and the right to be called "Sir" or "Madam."

  Talashiri Empire

  The Talashiri Empire is a grand fusion of technology, magic, and civilization, headquartered in the city of northern Arsenne known as Talashir. It is ruled by Shah Kherac Tala III. It stretches from the city of Al Bimia on the Bone Coast in the northwest to Qassera in the northeast all the way south to the Etruscan Barrens, where the city of Etru is rumored to be located.

  Arsenne is a small continent of which the Talashiri Empire takes up the middle third stretching from north to south. Actually, the full extent of Arsenne is not known because south of the Etruscan barrens remains unexplored.

  Baersweed Island

  Baersweed Island is the somewhat nicer part of the low precinct. It is located just across from Northpoint and connected to Northpoint by a rickety wooden bridge. One of the harbor lights is located here.

  Etru

  the capital of the Etruscan Empire

  Nothing is known about the city of Etru except its name. Some scholars argue that it must be the city of Talashir itself, because the Sea of Long Regret seems like a logical place to put a capital. Others think that it must be southward in the Etruscan barrens, since that seems to be the source of the fall of the Etruscan Empire.

  The low precinct is usually used as the collective name for the low precinct proper, the western harbor precinct, Southpoint, Northpoint, and Baersweed Island, despite its being moderately nicer than the other parts. These are the poorest and disputably oldest parts of Talashir. Life here is squalid and control rests firmly in the hands of the Golden Palm. Other than merchants come to peddle wares and minor trinkets in the low precinct markets, the area does not get many outside visitors.

  The low precinct proper is the largest part of the low precinct and takes up most of Old City Isle. It is separated by the harbor wall from the western harbor precinct. The midtown gate, however, connects the two parts of the low precinct and normally remains open to all traffic. It is connected by the market gate to Southpoint, and by the forbidden gate near the market square, across the Shah Kherac Tala I High Bridge, to the temple precinct. While the market gate is open to most traffic, the forbidden gate is quite a different story. To the citizens of the low district, it represents the forbidden path that closes them in and keeps them out of sight of the high society of the more wealthy parts of the city.
  
  Notable points in the low precinct proper include the low temple square where the low temple is located and the low market square, off of which the low markets are located.

  Northpoint

  Northpoint is the northern tip of Old City Isle. It is separated from the western harbor precint by the north gate. Here there is the Great Lighthouse of Talashir and a rickety wooden bridge out to Baersweed Island.

  Southpoint

  the southern tip of Old City Isle

  Southpoint is the southern tip of Old City Isle. It is usually considered part of the low precinct. There is a ferry across the main flow of the Gloom River located at Southpoint, which represents a way for some citizens of the low precinct (with proper travelling papers) to venture outside the district to the farmland west of the city.

  Talashir

  the seat of power and largest city of the Talashiri Empire

  Talshir is a large city located where the Gloom River meets the Sea of Long Regret, at the eastern end of what is known as the Bone Coast. The majority of the city is built on a series of islands that form the Gloom River delta. The only parts of the city that are not part of the delta are the farmland west and east of the city, Castle Tala, and the precinct of the city known as Highever.
  
  The different islands of the delta are Baersweed Island, Old City Isle where the low precinct proper and the western harbor precinct are located, Watch Island where the city watch of Talashir and the border watch of the Talashiri Empire are located, the Sacred Isle where the temple precinct and merchant precinct are located, Sea Wind Isle where the shore precinct is located, and Wizard Tower Island where the university precinct is located.
  
  Because it is located on a river delta, Talashir is also known as the City of Bridges. There are no less than eight stone bridges and one wooden bridge in the city.

  The western harbor precinct is the part of the low precinct of Talashir which is closest to the city's harbor. It is separated from the low precinct proper by the harbor wall, but the midtown gate remains open to connect the two precincts. The north gate also connects it to Northpoint.

  Gloom River

  The Gloom River is a medium sized river which flows from the scabbard mountains south of Talashir emptying into the Sea of Long Regret at Talashir.

  Two dragon shaped statues, representing Bahamut and Tiamat, mark the entrance to the harbor at Talashir. They are collectively referred to by the name "harbor lights" because of the everburning flames emanating upward from their mouths.

  The Harborside Flophouse is a scummy establishment in the southeastern corner of the western harbor precinct. It is run by a grouchy man by the name of Karl Killian. If the name didn't betray it already, you should know that most of the room in the flophouse is just bunks in one main chamber. There are also a few rooms for rent. Any players whose characters do not have permanent residence in the low precinct can have a room at the Harborside Flophouse for the very reasonable price of 1 GP per week.

  In the low precinct, the impoverished population still needs to buy goods from the outside. This is why the low markets exist. Most merchants resent travelling here to sell goods, and most who do travel here to sell them are shady at best. Common goods sold are food from the farms, fish from the harbor, fruit from the orchards and the market square gardens, minor "magical" trinkets, a small selection of weapons and light armor, and general goods.

  In the center of the low precinct proper is the square known as low temple square. On this square is a temple to Erathis. Her worship is the state religion of Talashir. Worship of other gods is allowed, as long as you are heedful of the priests of Erathis. Duties of priests of Erathis include the daily calls to worship known as the bell choir and the subsequent reciting of the Litany of Order, as well as healing the sick and taking offerings to the goddess.

  Scabbard Mountains

  The scabbard mountains form a boundary between the coastal lowlands of the Sultanate and the Cairn Valley to the south. Mostly dwarves dwell in the mountains, but it is also home to 3rd Battalion command.

  Sea of Long Regret

  The Sea of Long Regret remains mostly unexplored by civilized races. The only well known parts are the straits between Talashir and Lyssia and surrounding areas and the parts near land off of Lyssia and Arsenne.
