I was recently asked about this. Here is my reply:
First, you need to create NPCs. They are created in the campaign's Wikis section, under the NPCs tab.
Once you have one or more NPCs set up, when you visit the Journal or Forum page for your campaign and select "New Post"/"New Thread", you will see a setting called "Post As".
By default, it will be set to your user account (Posting as the GM), but you can set that to post as an NPC and select the appropriate one from the select-menu next to that.
