    Voxen Rau (Voxen) (General Rau)

    An imposing blademaster, Voxen Rau was appointed by Neverember to oversee policing, defense, and security operations in Neverwinter. Once-General Rau has a reputation for swift, cruel justice, and in the eyes of the citizens represents the harsher aspects of Neverember's beneficence.

    Voxen is utterly confident in his own martial prowess, often taking a "hands on" approach to his duties. Under his command, the mercenaries ruthlessly quashed disturbances and work to eradicate dangers to Neverwinter and its people.

    Voxen ensnared the heroes and demanded they give him the dragon knuckle, which allegedly had been taken from Valindra Shadowmantle without her knowledge. He claimed Valindra would destroy the city to get it if she found out it was missing; e.g., if they didn't hand it over. When they refused, he attacked, exhibiting potent bladesinger abilities, but fled after the heroes proved stronger.

    He has since gone into hiding. The party learned that he was working directly with Thay and is likely a lackey to Valindra Shadowmantle.

    He reportedly hates the Harpers, and is especially vigilant against spellcasters or possible heirs of the Alagondar line, for unknown reasons.

    He recently schemed under Valindra's nose with the help of Adiamond Kroskas, a high priest of the Cult of the Dragon. While his plan to draw out and capture Cymril the Harper was a success, the dragon bone he used as bait (a knuckle of Lorragauth who Valindra hopes to resurrect) was lost in the process of being returned to the Dread Ring, to his chagrin.
